Sitting low on three wheels, with a cushioned seat and a basket at either end, Rover cuts a distinctive figure among the scooters and e-bikes circulating through downtown Denver. The electric trike comes from Veo, a shared micromobility provider operating in more than 60 cities and universities, and 50 are now in service as the company gathers early rider feedback ahead of a citywide rollout.

The company designs and manufactures its vehicles in-house, and in early 2024, it began working with hundreds of riders and more than 20 organizations, among them the Parkinson’s Foundation and Capitol Hill Village. Findings from its 2025 annual rider survey, in which 24% of respondents identified as having a disability, also fed into the process, informing everything from Rover’s riding position to its cargo arrangement.

“For too long, shared micromobility has excluded many disabled people and others who don’t feel comfortable using a standing scooter or pedal bike,” says Anna Zivarts, director of the Nondrivers Alliance and author of When Driving Is Not an Option.

Rover’s two baskets offer space for groceries, luggage, or mobility aids, with cargo capacity up to 100 pounds. Throttle assist reduces physical strain and eases climbs, while the three-wheel design provides greater stability. A top speed of 10 miles per hour suits neighborhood travel.
Rover joins four other Veo vehicle types already operating in Denver, where the company has a fleet of 9,000 shared bikes and scooters.

For now, Rover is available only through Veo’s shared micromobility fleet in Denver and is not available for individual purchase.
