
The Seguin City Council has voted to forward an incentive package to NewQuest as part of a plan to build a 600,000-square-foot retail center. Â The 543-acre NewQuest property is at I-1 and Highway 46.
In 2025, the city established a Tax Increment Reinvestment Zone, or TIRZ, encompassing the NewQuest site. The TIRZ allows a portion of tax revenue generated by new development on the property to be captured and reinvested within the zone.
To qualify, NewQuest must meet minimum performance requirements, including at least $75 million in capital investment, construction of at least 200,000 square feet of retail space and delivery of at least one nationally branded anchor tenant of 60,000 square feet or more.
If those benchmarks are met, the developer could receive up to $23.5 million in incentive value over a 20-year term, capped at roughly 10% of the project’s anticipated value and tied specifically to retail development.
Groundbreaking for the first phase of the retail development is anticipated before mid-2026.
