Casto plans to redevelop the Riverbirch Shopping Center, and a Target store, 62,000 square feet of retail space and a grocery store will be included in the mix. The Triangle Business Journal reports that the Sanford City Council is scheduled to discuss providing $4 million worth of incentives to the project, which Casto says will cost about $64 million.
Target could open as soon as 2027.
In November 2022, Casto purchased the 35-acre shopping center for $10 million.

Casto recently received approval from the Clayton Town Council for a $100 million shopping center and residential project that could attract the town’s first Target store.
