
The New York State Public Authorities Control Board (PACB) has approved plans to transform the largely-vacant, state-owned Creedmoor Psychiatric Center campus at 79-25 Winchester Blvd. in Queens into a mixed-use project featuring 2,022 apartments. The plan includes more than 950 affordable rentals and 1,000-plus affordable and market-rate ownership units, along with open space, new community facilities and neighborhood retail space.
“Across New York, we’re tackling the housing crisis with creative solutions that make the most of every opportunity — including underutilized state property like the Creedmoor campus,” said Gov. Kathy Hochul. “By working together with local leaders and residents, we’re building a stronger future for Queens and for our entire state.”
Moving forward, community engagement will continue through the Creedmoor Community Advisory Committee, which brings together representatives from local government, neighborhood associations, and advocacy groups. A developer or development team has yet to be selected.
