President Trump can use the U.S. Navy’s leverage over Venezuela to secure long-term wins by forging a deal that secures priority access to Venezuelan oil and constrains Venezuela’s dealings with America’s adversaries, while also providing targeted debt restructuring, currency stabilization, liquidity support, and investment guarantees to Venezuela in exchange for reforms to its broken institutions.
