Don’t just freeze federal assistance to fight fraud — fix the program

This year marks the 30th anniversary of the TANF program, signed into law by President Clinton in 1996 with the promise to “end welfare as we know it.” Three decades later, it is time to admit that we simply replaced one trap with another.
