European competition authorities are actively gathering feedback from digital publishers to determine whether Google‘s proposed AI search controls offer fair protection for web creators. According to a questionnaire reviewed by Reuters, regulators want to know if website owners feel confident opting out of AI-generated search features without seeing their traditional search visibility drop.
The inquiry centers on Google’s rollout of an opt-out mechanism, completed at the end of August. The feature arrived alongside pressure from the UK antitrust watchdog. The body instructed Google to give publishers a straightforward way to prevent their content from powering automated AI summaries. European officials are now assessing whether this control genuinely addresses unfair competition concerns or simply leaves publishers with an unfair choice (via Reuters).
AI Overviews, search redesigns, and publisher traffic concerns
At the heart of the dispute are Google’s AI Overviews—automated summaries displayed above traditional search links. Digital media companies argue that placing generated answers at the top of the results page keeps readers from clicking through to original sources, eroding web traffic and digital ad revenue.
The European Commission’s questionnaire specifically asked publishers whether they intend to use the new opt-out tool and what business factors drive their decisions. Additionally, regulators asked for feedback regarding Google’s broader search layout updates from May. These changes merged AI Overviews and AI Mode into a unified search experience.
High stakes for European antitrust enforcement
The outcome of this inquiry could determine whether European regulators launch formal enforcement actions. Over the last two decades, Google has incurred more than €10 billion in EU antitrust penalties across various business areas.
Google declined to provide fresh comments regarding the questionnaire. The company referred instead to its original June public post detailing the opt-out mechanisms. As regulatory scrutiny mounts across Europe, publisher feedback will show whether these new controls offer a balanced solution or if further intervention will be needed to protect online publishing.
